Leadership Transition at PMeV: Markus Seifter Succeeds Volker Hartwein as Deputy Chairman
Hartwein played a key role in shaping the further development of PMRExpo and in transferring event management responsibilities to Koelnmesse.
Leadership transition at PMRExpo 2025: Deputy Chairman of PMeV, Volker Hartwein, is handing over his office to Markus Seifter, who will assume the position at the beginning of 2026. Both are senior executives of the PMeV member company Frequentis.
“Shaping BOS Digital Radio in Germany”
With the departure of Volker Hartwein from the PMeV Executive Board, an era is coming to an end. In 2013, Hartwein assumed the chairmanship of the Control Center Working Group. Since then, this specialist group has experienced rapid development and has made significant contributions to the expansion and modernization of mission- and business-critical communications in Germany.
Within the working group, the control center expert led the joint working committee of PMeV and the Federal Agency for Digital Radio of Authorities and Organizations with Security Tasks (BDBOS) for the introduction and further development of BOS digital radio in Germany.
“It is also thanks to Volker Hartwein that consensus-based, manufacturer-independent solutions could be achieved within this committee. He has helped shape BOS digital radio in Germany and, through his commitment, has made a substantial contribution to the success of the association,”
acknowledges PMeV Chairman Bernhard Klinger, paying tribute to the achievements of his former deputy.
Decisive Contribution to the Further Development of PMRExpo
In addition to his role as head of the specialist working group, Volker Hartwein was elected to the PMeV Executive Board in 2017 as a representative of the member company Frequentis and became Deputy Chairman in 2019. In 2023, he stepped down as head of the Control Center Working Group.
Volker Hartwein played a key role in shaping the further development of PMRExpo and in transferring event management responsibilities to Koelnmesse. Since 2023, Koelnmesse and PMeV have been joint event partners of PMRExpo.
“During the years of this partnership, the event has gained significant momentum, modernity, and international reach. Volker Hartwein made a substantial contribution to this development,” says Bernhard Klinger.
As a member of the Steering Board, Volker Hartwein will continue to be actively involved in his “matter close to his heart,” PMRExpo.
The PMeV Executive Board welcomes Markus Seifter as a future board member.

At the end of his term as Deputy Chairman of PMeV, Volker Hartwein thanks his fellow board members and the management for the trusting, constructive, and collegial cooperation.
