ACMOSS in 2025: A Milestone Year for the Future Radio Network in France
From large-scale verification and service launch to technological innovation and nationwide partnerships, 2025 marked a decisive year in validating and deploying the RRF across France.
Having completed the construction of the Future Radio Network (RRF), The French Critical Communications Network that supports public safety entities in their day to day communications at the end of 2024, ACMOSS focused its activities in 2025 on thoroughly verifying the proper operation of RRF services, while continuing to integrate numerous innovations to further enhance connectivity and strengthen partnerships with emergency, security, and health services.
Extensive verification, involving thousands of technical and operational tests, enabled ACMOSS to launch RRF services in November 2025.
Two verification phases were conducted. The first, the Acceptance Verification (AV), involved the successful completion of more than 500 tests to validate the proper functioning of all communication services provided by the RRF—critical communications services, mobile telephony services, and secure internet access services—as well as their resilience, interoperability with STORM, the ATRIA automated national roaming management application, and the ramp-up of tools within the RRF monitoring center and the User Support Center (USC).
Following these successful results, the RRF entered the Regular Service Verification (RSV) phase, enabling the first security, emergency, and urgent medical services to progressively use high-speed communication services in an operational environment. Nearly 800 users across the Bouches-du-Rhône, Loire, Gironde, and Paris departments validated the high availability, performance, and alignment of the RRF with their operational needs, both for day-to-day activities and large-scale inter-agency exercises.
The successful VSR (Verification and Safety Review) enabled ACMOSS to validate the RRF in November 2025 and initiate its nationwide rollout to all users.
These achievements also led ACMOSS to receive two major awards at the Critical Communications World (CCW) international trade show held in Brussels in June 2025: first prize for “Best Public Security Network Project” for the Future Radio Network, and the Jury’s Special Prize for ATRIA in the “Best Critical Communications Application” category.
Innovations for Enhanced Connectivity
The year 2025 was also marked by the continued integration of innovations aimed at further strengthening the connectivity delivered by the RRF. These included the expansion of 4G and 5G coverage through the launch of Bouygues Telecom’s 4G/5G RAN in October 2025, complementing Orange’s already operational network, followed by the implementation of national roaming mechanisms on the SFR and Free networks. This provides RRF users with access to the full range of radio coverage available nationwide.
In addition, the Rapid Response Solutions (RRS) contract was implemented. Deployable in less than six hours anywhere in metropolitan France, these units restore or reinforce RRF 4G coverage in areas where operational events require it.
ACMOSS also added the first Vehicle Relay 1 (RV1) solutions to its portfolio. Designed for emergency vehicles, these devices extend the capabilities of the RRF in gray and white zones, ensuring service continuity under all circumstances.
Strengthened Partnerships Nationwide
With more than 100 RRF membership agreements signed by December 30, 2025, the year marked a significant acceleration in the transition to the RRF. Each new agreement reflects a shared commitment among stakeholders across the security and emergency response ecosystem to leverage the advanced communication capabilities of the RRF and to fully embrace a digital transformation that benefits citizens. These agreements and equipment deployment plans go far beyond an administrative framework; they represent a collective commitment to operational efficiency. As illustrated by the accompanying map, RRF services are set to be deployed across France to an initial segment of the user community.
These partnerships are supported by an intensive training effort. Since the beginning of the year, more than 300 trainers have been trained by ACMOSS teams. This training, focused on the SYRIUS critical communications application and the Information and Management System, supports the effective adoption and operational use of RRF services.
