ACMOSS Formalises 2026–2030 Strategy with Publication of First Objectives and Performance Contract

Performance Contract establishes governance framework and strategic priorities for the French Radio Network of the Future.

ACMOSS – Agence des communications mobiles opérationnelles de sécurité et de secours – has published its first Objectives and Performance Contract (Contrat d’Objectifs et de Performance, COP), defining the agency’s strategic roadmap for the 2026–2030 period. Covering the next five years, the contract provides a structured framework for the organisation’s development and for the continued deployment of the Radio Network of the Future (RRF)., which is the nationwide public safety and critical communications network in France.

The COP serves as the reference document for the Ministry of the Interior, ACMOSS’s supervisory ministry, enabling the effective monitoring and management of the agency’s operations. It sets out the missions and key challenges ACMOSS will face between 2026 and 2030, while detailing its priorities and strategic directions through clearly defined objectives, key performance indicators, and milestones. The document also specifies implementation provisions and monitoring procedures to ensure accountability and measurable progress.

At the core of the strategy are three major axes.

  1. The first focuses on securing operations and strengthening the resilience and cybersecurity of the RRF.
  2. The second aims to progressively extend the RRF and its operational uses nationwide.
  3. The third is dedicated to anticipating technological developments, ensuring that the network remains aligned with future innovations and evolving operational requirements.

The performance contract was developed through an iterative process led by ACMOSS’s management, in close collaboration with the supervisory ministry and following consultation with the members of the agency’s board of directors. Its structure reflects this comprehensive approach. An introductory section presents ACMOSS, its missions, the challenges to be addressed over the 2026–2030 period, and the strategic priorities defined to respond to them.

Each strategic priority is then translated into specific objectives and sub-objectives, supported by concrete measures and measurable indicators to which the agency commits. The final section outlines the implementation and monitoring arrangements, expected performance levels, the resources allocated to ACMOSS, and the governance and committee structures established to oversee execution.

With the publication of this first Objectives and Performance Contract, ACMOSS establishes a clear long-term vision and operational framework, reinforcing its role as a central pillar in the delivery of secure, resilient, and future-ready communications for security and emergency response services.
