Caltta and Jilin Provincial Public Security Department Advance Intelligent Highway Policing with Next-Generation Communication Network

Caltta partnered with the Jilin Provincial Public Security Department’s Expressway Public Security Bureau to build a highly reliable, technologically advanced private communication network.

Caltta and the Jilin Provincial Public Security Department have jointly implemented a cutting-edge PDT digital trunking system to modernize expressway public security communication. This initiative enhances emergency response, ensures seamless cross-regional coordination, and supports the strategic development of intelligent policing across Jilin’s rapidly expanding expressway network.

Jilin Province, strategically positioned at the geometric center of Northeast Asia, plays a pivotal role as a northern gateway of the “Belt and Road” initiative and a guardian of national border security. With expressway construction advancing rapidly and public safety responsibilities intensifying, the need for a robust, intelligent communication infrastructure has become paramount.

To address these growing demands, Caltta has partnered with the Jilin Provincial Public Security Department’s Expressway Public Security Bureau to build a highly reliable, technologically advanced private communication network.

The Expressway Public Security Bureau oversees over 5,000 kilometers of expressways, with future plans extending this to more than 7,200 kilometers under the “Jilin Province Main Highway Network Long-Term Planning (2023–2035).” As traffic volumes grow and public safety tasks increase—especially amid complex terrains, long borderlines, and frequent major events—the limitations of the original communication systems became evident. A modern solution was required to enable unified command, rapid deployment, and secure cross-regional coordination.

A Future-Proof Communication Architecture

In response, and in alignment with the Ministry of Public Security’s mandate, Caltta designed and deployed a comprehensive PDT digital trunking system powered by SDR (Software Defined Radio) technology. This large-scale deployment, executed in two phases, established a province-wide public security network featuring:

  • Core PDT infrastructure with dispatch, recording, and intelligent network management.
  • Nearly 200 ground and tunnel base stations forming a resilient backbone communication network.
  • Hundreds of handheld and vehicle-mounted terminals to support frontline law enforcement and emergency operations.
  • Self-organizing network capabilities and encrypted authentication platforms to ensure secure and agile emergency response.

The system now covers 22 expressways and supports 13 public security sub-bureaus, management offices, and special task detachments, forming a unified communication ecosystem for daily patrols, incident response, major security operations, and multi-agency collaboration.

Technological Excellence Driving Smart Policing

At the core of this transformation is Caltta’s BS8700 base station, the world’s first PDT digital trunking base station built on SDR technology. Distinguished by its four-way diversity reception, reduced energy consumption of up to 80%, and extended coverage capabilities, it is ideally suited to Jilin’s tunnels, mountainous regions, and complex transportation corridors.
