General Paulo Viegas Nunes Appointed Chairman of the Board of Directors of SIRESP
General Paulo Viegas Nunes has been appointed Chairman of the Board of Directors of SIRESP S.A., the operator of Portugal's national emergency and security critical communications network. Elected at the company's General Assembly, he took office on 25 May 2026.
The appointment marks a return to the organisation for General Viegas Nunes, who previously held the position between 2022 and 2024. He begins his new mandate during a strategic phase focused on the modernisation and reinforcement of the national critical communications infrastructure that supports the country's security forces and emergency services.
His appointment coincides with a government investment programme aimed at strengthening the energy autonomy, coverage, redundancy, transmission and technological capacity of the SIRESP network. The programme is intended to ensure operational continuity and reliability for the Security Forces and Services, Civil Protection, medical emergency services and other State entities that depend on the system. The wider modernisation effort also addresses crisis-response capability and the long-term technological evolution of the network.
An Army General, Viegas Nunes holds master's degrees in Military Sciences and in Electrotechnical and Computer Engineering, as well as a doctorate in Information Sciences from the Complutense University of Madrid. He has held command, staff and teaching roles across the Armed Forces and participated in international missions under the United Nations, the European Union and NATO. His prior positions include Director of the Army's Communications and Information Systems Directorate and Commander of the NATO CIS School in Latina, Italy.
