European Collaboration: Norwegian DSB Delegation visits ACMOSS

In 2026, the DSB will begin its financing and decision-making phase for the implementation of a critical communications service, which is expected to be operational by 2031.

On Tuesday, April 29, 2025, a delegation from the Norwegian Directorate for Civil Protection (DSB), represented by Eline Palm Paxal, Director of the Emergency Communications Department; Knut Baltzersen, Eirik Følstad, and Tore Mundal, Chief Engineers; and Marianne Hotvedt, Director of Business Management, was welcomed to ACMOSS to discuss the Radio Network of the Future (RRF), a French model for a mobile communications network for security, emergency, and health services.

In 2026, the DSB will begin its financing and decision-making phase for the implementation of a critical communications service, which is expected to be operational by 2031. This visit allowed ACMOSS teams to share their experience in implementing the Radio Network of the Future (RRF), the agency's missions, and the technological choices made to provide very high-speed mobile communications to French security, emergency services, and healthcare.

Throughout the day, there were tours of the showroom and the Operational Supervision Center (CSO), discussions, and presentations to enrich discussions on the resilience of existing networks and future European critical networks.

ACMOSS and the RRF: a benchmark at the European level

As the "first network" for critical communications throughout Europe, the Radio Network of the Future (RRF) is a recognized pillar of the future EUCCS. ACMOSS plays a key role in defining technical requirements, coordinating with European stakeholders, and promoting the EU's strategic autonomy in critical communications.

ACMOSS stated that collaboration with DSB, but more broadly with other European countries establishing a critical communications service, is essential for better coordination among all stakeholders in Europe and to enable those who save lives to rely on the resilient and modern solutions they need in the 21st century.
