The supply of information is essential in the battle against incidents, because if you don't know what's going on, you can't fight it. What matters is that the decision-maker in the field but also the discussion-maker on a distance know exactly what is going on so they can make the wright decisions. Instant availability of images, data on the incident, the location, and many other information sources deliver a quick common operational picture and fast decisions. This is the basis that can lead to the wright action with minimal damages. They don't call the first hour “the Golden hour' without a reason.

Information management stands or falls with their communication. The people in the field especially depend on radio communication. It's about situations where things matter in a big way, with possible large, social and economical consequences. That's why also communication matters in a big way

There is a large diversity on information that has to be shared. There is speech, GIS, sitraps, video and database consultation, just to name a few. The number of applications that are used are grown extensively over the last couple of years, and each application uses his own system. This situation is far from ideal. It blocks the integration of information. When one system fails the information can not be send via other systems. This we must do better and we can do better.

Ad-hoc multi-radio network

There are many different radio systems in the air. Some of them are public, like UMTS, others are private, like C2000. Making use of public systems is seen from a cost point of view very attractive. These systems are available for use without the necessity of investment, and above all the network operators will take care that they always keep the technique up to date in order to stay an attractive player in the market. Because nowadays consumer is very critical the availability of good services is crucial. Yet there is one major objection. What if these systems become overscheduled? The chance this happens is mainly present in the case a incident appears.

That is why the public authorities choose the private C2000 network for speech communication. It is under private supervision and tested to take care of large amounts of traffic. But also private systems can breakdown. Besides, indoor coverage, like the public systems have, is simply impossible dear.
