R&S Communications And Entropia Deliver TETRA-Based Situational Awareness For TSC Crowd Management At Lowlands Festival

Combined TETRA network and real-time dispatch software gave security teams continuous visibility across the festival site during this year's edition of the Dutch festival.

R&S Communications, a Dutch provider of professional two-way radio and TETRA communications solutions, working alongside TETRA infrastructure provider Entropia, supported the security operations of TSC Crowd Management during Lowlands festival, held from 21 to 23 August 2026 at Walibi Holland in Biddinghuizen. The deployment combined a dedicated TETRA network with Combus dispatcher software to give the festival's security teams continuous situational awareness across the site, from crowd management at the Alpha stage to rapid scaling of resources at the campsite.

For the duration of the event, the festival grounds function as a temporary city, placing substantial tactical demands on the organisation responsible for managing crowd flow and incident response across multiple zones. According to R&S Communications, an operation of this scale calls for more than radio coverage alone: it requires the kind of situational awareness that allows security teams to stay ahead of developments rather than simply respond to them.

The TETRA network, built by Entropia, was designed to keep the entire TSC Crowd Management chain working as a single coordinated unit, without interference on the line or delays during periods of peak load, ensuring direct communication at the moments when it mattered most. In the central control room, Combus dispatcher software gave dispatchers real-time GPS visibility of security personnel positioned across the festival site. When crowd density increased in a particular area, dispatchers were able to identify and proactively direct the nearest available units.

R&S Communications said the combination of network reliability and real-time location tracking allowed the technology to translate into calm, coordinated operations on the ground, keeping the focus where it belonged: a safe festival for all attendees.
