ETSI Launches New Technical Committee on Critical Communication Systems at Sophia Antipolis Kick-Off
The ultimate objective of TC CCS is to support the preparation of the specifications and technical reports required for the establishment of EUCCS, while ensuring close coordination with other European standardisation organisations.
The European Telecommunications Standards Institute (ETSI) has formally launched its new Technical Committee on Critical Communication Systems (TC CCS), with the inaugural meeting taking place at ETSI headquarters in Sophia Antipolis on 12 and 13 May 2026. The kick-off marks a significant milestone in the standardisation roadmap underpinning the European Critical Communication System (EUCCS), bringing together representatives of the European Commission, national authorities, and the critical communications industry.
The new committee convened a diverse group of stakeholders, including delegates from the European Commission's Mission Critical Communication Group (MCCG), industry leaders, and public authorities. According to ETSI, the strong attendance and engagement from public sector participants underlines the strategic importance of critical communications for public safety, emergency response, and governmental operations across Europe.
TC CCS has been established to take forward the maintenance, evolution, and harmonisation of standards for critical communications across both broadband and narrowband systems. The committee has been structured to ensure that work on the two technology domains progresses in parallel, while encouraging the synergies needed to support a coherent migration path for European users.
During the first day of the meeting, the leadership of the committee was confirmed. Ari Toivonen was appointed as Chair of TC CCS, with Renaud Mellies named as Vice-Chair responsible for broadband and David Chater-Lea as Vice-Chair responsible for narrowband.
The launch comes at a pivotal moment for European critical communications. With the EUCCS legislative proposal expected to be tabled by September 2026, and the wider EUCCS Programme working towards establishment of the system by 2030, the definition of underpinning standards will be central to delivering the framework needed to reinforce European cooperation in crisis management and law enforcement.
Building on the extensive body of work already undertaken by ETSI, 3GPP, and the GSMA, participants used the inaugural meeting to discuss the future detailed structure of the committee and to identify the key priorities and possible work items to be progressed by the group. The standardisation activity will be fundamental to ensuring interoperability, operational reliability, security, and seamless cross-border cooperation between critical communication networks and services across Europe, while also providing a common framework to support future innovation and deployment.

The launch of TC CCS signals a new phase of structured cooperation between European institutions, member states, and the critical communications industry, as work intensifies to deliver the interoperable, secure, and resilient communication services that will underpin public safety and crisis response across Europe in the years ahead.
