Nødnett Forum to Address Critical Communications Challenges in Air Rescue and Network Resilience
Norway's DSB Nødnettforum at SAR61°N will bring together public safety professionals to examine TETRA network operations, radio management discipline, and backup communications solutions across air rescue and multi-agency incident scenarios.
Tuesday 2 June 2026, the Norwegian Directorate for Civil Protection (DSB) will orgnaize a dedicated Nødnettforum session in connection with the SAR61°N conference where emergency services will meet.
The forum will take place at Fjellsenteret Lom, Norway.
The programme features three presentations drawing on operational experience and technical expertise from across the Norwegian public safety sector. Speakers will address the use of Nødnett — Norway's national TETRA-based emergency communications network — in air rescue operations, the importance of structured radio management in multi-agency incidents, and the practical solutions available when network coverage is lost.
Captain Erling Grønning of 330 Squadron, with more than 1,250 flying hours aboard the SAR Queen search and rescue helicopter, will open the forum with an account of how Nødnett is used in active air rescue operations and why close coordination between airborne crews and ground-based agencies is essential to mission outcomes. His presentation is scheduled for 10:00.
Senior Adviser Øyvind Hagen Karlsen of DSB Nødnett will address radio communications management at 09:10, focusing on the discipline required in complex, multi-agency operations. Karlsen will highlight how correct use of talk groups and terminal procedures can reduce unnecessary network load and prevent miscommunication under pressure.
The final presentation, at 11:00, will be delivered by Fredrik Westmark, Preparedness Adviser at Østfold Hospital, who will examine backup communications options for scenarios in which Nødnett coverage is unavailable. Westmark will cover direct mode operation, repeater and gateway functionality, and the deployment of transportable base stations, emphasising that familiarity with these solutions must be established well in advance of any incident.
SAR61°N is organised by the Norwegian Air Ambulance Foundation and is open to all emergency services across Norway, serving as a national gathering point for the country's entire rescue chain.
