ACMOSS in Motion: Rémi de Gouvion Saint-Cyr Appointed Director as RRF Reinforcement Management Trials Conclude in Marseille

Just days after this appointment, ACMOSS hosted a technical day dedicated to the management of operational reinforcements, held on 5 May 2026 at the SDIS of Bouches-du-Rhône in Marseille.

France's Agency for Operational Mobile Communications for Security and Emergency Services (Agence des communications mobiles opérationnelles de sécurité et de secours – ACMOSS) has marked a series of significant milestones in recent days, with the appointment of a new Director and the holding of a major technical day focused on the management of operational reinforcements via the Future Radio Network (Réseau Radio du Futur – RRF).

By decree of the President of the French Republic dated 17 April 2026, Rémi de Gouvion Saint-Cyr was appointed Director of ACMOSS with effect from 1 May 2026. A Colonel of the French National Gendarmerie and a graduate of the Saint-Cyr Coëtquidan Military Academy, the new Director brings extensive experience within the Ministry of the Interior, having most recently served as Director of Security and Architecture at the Digital Agency for Internal Security Forces (ANFSI). His mission at ACMOSS will be to continue the operational deployment of the RRF, with the objective of reaching more than 300,000 users by 2029, while ensuring the permanent operation of the network and preparing its future technological evolutions.

"It is an immense honour for me to join ACMOSS as Director. The Future Radio Network is transforming the critical communications of France's security, emergency and healthcare services. Together with the agency's teams and the user services, we will rise to these challenges with rigour and a strong sense of the public interest," declared Rémi de Gouvion Saint-Cyr.

Just days after this appointment, ACMOSS hosted a technical day dedicated to the management of operational reinforcements, held on 5 May 2026 at the SDIS of Bouches-du-Rhône in Marseille. The event brought together stakeholders including the Directorate General for Civil Security and Crisis Management, the Marseille Naval Fire Battalion, the South-East Interministerial Defence and Security Zone Headquarters, the Civil Security Digital Agency (ANSC), and Airbus, the industrial partner of the RRF. Numerous SDIS — including those of Oise, Rhône, Alpes-Maritimes, Loire, Haute-Savoie and Gironde — also took part, alongside the Civil Security Military Brigade (BMSC).

The day showcased the latest developments of the RRF, with particular attention paid to interoperability, integration into Operational Management Systems (SGO) and the work linked to NexSIS. Use cases tested the parameterisation, configuration and dynamic management of conferences in conditions close to real-world operations, focusing on three scenarios for extra-departmental reinforcements: support to an SDIS within the same zone, deployment to an SDIS in another zone, and mobilisation at zonal level with progressive allocation of resources.

Together, these developments underline the continued progress of the RRF programme under the stewardship of ACMOSS, as France advances its ambition to deliver a state-of-the-art critical communications network for its security, emergency and healthcare services.
