French telecom operator delivers first field equipment for ACMOSS initiative, combining deployable base stations and satellite connectivity for emergency operations

Bouygues Telecom has taken a concrete step forward in supporting France's Future Radio Network (FRN) with the delivery of the first dedicated rapid coverage equipment developed in collaboration with the French Agency for Operational Mobile Communications for Security and Emergency Response (ACMOSS).

The milestone, reached on 17 April 2026, marks a significant phase in the deployment of what both organisations designate as the Rapid Response Solution (RRS) — a field-deployable system designed to restore or extend 4G connectivity in areas where network coverage is absent or has been disrupted by crisis conditions.

At the core of the solution is a Deployable Base Station (DBS) that can be transported by 4x4 vehicle or helicopter to reach operationally demanding or geographically complex locations. Backhaul connectivity is provided via Eutelsat-OneWeb, a sovereign satellite provider, linking field deployments directly to the Bouygues Telecom core network. The system has been engineered to prioritise both speed of deployment and operational flexibility — characteristics that are essential in time-critical scenarios.

The primary users of the RRS capability are the categories of responders that form the backbone of France's emergency response infrastructure: law enforcement and security forces, emergency medical services, and civil protection teams. For these organisations, uninterrupted communications are not just a convenience but an operational necessity, underpinning the coordination of personnel and the protection of public safety.

The collaboration between Bouygues Telecom and ACMOSS forms part of the broader national effort to equip the FRN — France's dedicated critical communications network — with resilient, modern infrastructure that supportsmission-critical operations under the most demanding conditions. This initiative reflects an increasing emphasis across European nations such as Sweden, Finland and the UK on combining commercial network expertise with sovereign technology choices to underpin public safety communications.

Bouygues Telecom positions the initiative as an expression of its commitment to applying commercial technological capability in support of public interest missions, reinforcing its role as an infrastructure partner for the French state in the field of critical communications.
