Critical Messaging Association Calls for Papers

On May 18th, 2021, the Critical Messaging Association will hold a Virtual Summit open to broad participation. This is part One in a series #CMASummit21 planned meetings and is dedicated to the topic of 'Communications for Public Safety'.

The announced agenda for the CMA Summit:

  1. Introduction by Dr. Dietmar Gollnick, Chairman CMA Association.
  2. Presentations and discussions on the architecture for security communications in the US, France, Australia and beyond, from the perspective of three members of the CMA.
  3. Invited Experts will present their views on effectively ensuring and enhancing safe (technical) communications. This will focus on linking reality with risk assessment, mobile infrastructure independence, and other relative discussion points.
  4. Invited Users of governmental, or related to governmental infrastructures and services, will describe how the challenge, especially for summoning emergency responders, is being met today and what is planned for the future.
  5. A roundtable discussion, open to everyone, will provide an opportunity for attendees to ask questions for the presenters and about the discussion.


The event will be prepared for a very broad audience, not just CMA members. There will be follow-up and appropriate post-event publicity. Since there will be several such Summits in 2021, the CMA may choose your possible proposal for one of the follow-up events #CMASummit21.

The CMA invites those who are interested to submit one or more proposals for presentation in Agenda Item (3) listed above.

For those who are interested to contribute to the Virtual Summit, the CMA asks that the presentation length is about 20 to 25 minutes. In addition,it would be very helpful if contributors will consider as many of the following points as possible:

  • Challenges from economic, technical and further views to make mobile communication secure.
  • Why doesn’t the drawing board, or even the professor’s slides, correspond to reality and why they are even not targeted?
  • Fact: There are more pagers than Tetra devices in use in Germany and elsewhere. Why ? Hybrid systems of independent components are economically, operationally and politically best suited for mobile communication in critical situations.
  • There are major differences between summoning personnel to the scene of an incident (especially for non-stationary forces) and on-site communication during deployment. Conclusions.
  • Based on your speciality, what is your view on that. Technical, mathematical, physical, economical, (political) point(s) of view are welcomed.

It would be advantageous if contributors came from a scientific or consulting (or both), background, incorporating compelling social, mathematical or economic facts into their presentation.

The following schedule is envisaged:

  1. Send your very short email to g.deska(at)emessage(dot)de stating that you would happy to speak during #CMASimmit21. Due: ASAP
  2. Submission of your possible presentation proposal. Half of a typewritten A4 page with the key points. Due: March 29th, 2021, Midday CET
  3. Decision on your participation. Or a counter-proposal for a later Summit. Due: March 28th, 2021
  4. Submission of draft presentation materials. Due: April 28th, 2021.
  5. Complete presentation materials (latest date). Due: April 11th, 2021.

The CMA is looking forward to receive proposals by the stated date of early March 29th.
